Description




This position will be assigned to cover portions of the Oregon counties of Lane, Lincoln, Coos & Douglas. The position will telecommute/telework from home, which would preferably be in the Eugene area.








The Construction Contractors Board (CCB) protects the public's interest relating to improvements to real property. The Board regulates construction contractors and promotes a competitive business environment through education, contractor licensing, dispute resolution, and law enforcement.



This position is represented by the American Federation of State, County and Municipal Employees union (AFSCME).






Duties & Responsibilities





The successful candidate will process enforcement actions for license violations, investigate complaints, evaluate findings, prepare and file compliance reports, develop compliance notices and orders, develop compliance and investigation standards and procedures, monitor program effectiveness to decrease instances of noncompliance, engage in alternative dispute resolution processes to resolve cases in a timely efficient manner, and assess penalties as an agent of the board.

Qualifications, Required & Requested Skills




MINIMUM QUALIFICATIONS



+ Four years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level.



Note: college-level course work may substitute for experience on the basis of 45-quarter/30 semester units per year, up to a maximum of three years.



REQUIRED SKILLS



+ Currently possess, or will obtain within twelve months of employment, training that meets the requirements for training as a mediator.



REQUESTED SKILLS



+ Law enforcement or military background is preferred due to investigation experience

+ Outstanding report writing skills

+ Familiarity with ORS/OAR reading and application

+ Excellent customer service skills for both internal and external customers

+ Ability to demonstrate initiative and independent judgment on an on-going basis

+ Good team player skills, including the willingness to collaborate, share information and contribute to the team's success as necessary

DRIVING RECORD CHECK

The successful candidates will have a valid driver's license and a satisfactory driving record. Note: Prior to an offer of employment, CCB may request that you provide an official driving record.



Requirements of a satisfactory driving record:

A driver having a satisfactory driving record is defined as a driver who has not been convicted or forfeited bail for any of the following offenses and infractions:



+ A major traffic offense in the last 24 months (Examples include reckless driving, driving under the influence of intoxicants, failing to perform the duties of a driver, criminal driving while suspended or revoked, fleeing or attempting to elude a police officer, and others),

+ A felony revocation of driving privileges, or felony or misdemeanor conviction resulting in driver license suspension within the last 24 months,

+ Three or more Class B traffic violations in the last 12 months,

+ A careless driving conviction in the last 12 months,

+ A Class A moving violation in the last 12 months (Class A is the most serious level of violation, e.g. going 30 miles over the speed limit).







CRIMINAL BACKGROUND CHECK

Successful applicants will be required to provide fingerprinting and criminal background check through the Oregon State Police.


SPECIAL INFORMATION



+ Work is generally done in the field throughout the State of Oregon but the employee will also work in the office to record investigation information, train with other staff, and participate in section meetings.

+ Daily and overnight travel (for up to one week several times a month) will be required.

+ May deal with angry, sometimes irrational persons, in person on a daily basis.

+ Exposure to hazardous work sites, uneven walking surfaces, etc.
